Housing Rehab

Housing rehabilitation loans are provided to low and very low income homeowners and to landlords for basic repairs and the correction of housing code deficiencies.

The intent of the Department's housing rehabilitation efforts is five fold: 1) to provide affordable rental housing for low and moderate income individuals; 2) to preserve the existing housing stock; 3) to eliminate conditions of slum and blight; 4) to address accessibility issues faced by handicapped residents; and 5) to ensure the availability of safe, sanitary, and energy efficient housing throughout the community.

These services are provided with the support and assistance of the following public and private entities: the Minnesota Department of Employment and Economic Development, the Minnesota Housing Finance Agency, the Rice County Environmental Services, and local financial institutions.

Housing Rehabilitation Programs

MHFA Rehabilitation Loan Program
The MHFA Rehabilitation Loan Program was designed to rehabilitate existing substandard housing owned and occupied by very low-income families with income adjusted for family size and assets of less than $25,000. Funds are available on a county-wide basis.

Loans of up to 15,000 available to make basic, permanent repairs without interest or monthly payments. Loan terms: 20 year forgivable. Must be repaid if property is sold, title transferred or no longer owners principal residence.
RC Septic Loan Program
The RC Commissioners allocated funds to provide low interest loans to county home owners to replace or upgrade non-compliant septic systems. The loans are paid back over 7 years as a special assessment . The program is available to any eligible homeowner regardless of income.
